09/10/2018  No idea why you'd want to add PVA to the new concrete. As said you should drill some dowels into the existing concrete. If you can't do that because there's no room to get a drill in place you could cut a rebate in the existing concrete to give the new concrete something to hang on. Or you could just use expanding foam.

That white waterproof woodworking glue is probably the same but dearer than the industrial quantity of concrete additive. If you have some glue try a sample. Try using much less water. Good luck.

If the concrete is OK but the crumbling has got something to do with freezing and defrosting cycles then to water proof it could preserve the top surface.
