Physical and chemical properties of asphalt cements and physical properties of paving mixtures were determined in the laboratory. An attempt was made to relate these properties to tender and slow-setting paving mixtures. Asphalts that are low in asphaltenes have a greater probability of producing slow-setting mixtures. Modified indirect tension and resilient modulus tests have the potential to identify tender mixes in the laboratory. It is apparent that an asphalt cement will not produce a tender mixture
